Santa Clara Family Health Plan (SCFHP) is proud to announce the promotion of Ngoc Bui-Tong – formerly Vice President, Strategy and Analytics – to the newly-expanded position of Chief Health Equity & Strategy Officer.

As Chief Health Equity & Strategy Officer, Bui-Tong will drive and support implementation of the overarching strategy and operational goals to promote and embed health equity, diversity, and inclusion across all health plan operations. This position expands Bui-Tong’s current responsibilities for strategies, analytics, and risk adjustment and helps carry out SCFHP’s duties in its updated Medi-Cal contract with the Department of Health Care Services.

Tomcala, CEO of SCFHP. “Ngoc’s role is important to ensure SCFHP is internally aligned with the voices of our community and members so we can better address the health disparities that affect so many of our residents. Ngoc’s experience advocating for Vietnamese Americans will act as a bridge for serving all other diasporas in Santa Clara County. Her work will ensure our members have more tools to navigate the health care system.”

Bui-Tong joined SCFHP in 2012. From 2001-12, she was a member of the senior leadership team at Santa Clara Valley Medical Center in the Ambulatory and Managed Care Division, directing financial and operational analysis and developing and implementing programs to improve program performance. From 1995-98, Bui-Tong worked at MassHealth, Massachusetts’ Medicaid Office, developing managed care programs for children with special health care needs. From 2010-12, Bui-Tong chaired the Vietnamese Reach for Health Coalition, a local organization that promotes health equity among Vietnamese Americans in the county.

Bui-Tong received a Master’s Degree in Health Services Administration from the University of Michigan, School of Public Health and an undergraduate degree from Tulane University.

“I am looking forward to partnering with internal departments, our providers and external organizations in our work to reduce health disparities for our members,” Bui-Tong said. “It is exciting to lead and collaborate with such a dynamic community to intentionally close the health equity and disparity gaps.”

SCFHP continues to prioritize the pursuit of health for all by implementing its new mission, vision, and values, which were adopted in 2021.
